<br />Council Meeting Minutes <br />July 23. 1985 <br /> <br />I <br /> <br />Schmidt stated that. in terms of cost for the equipment, the city <br />will submit a grant for equipment; in terms of staff time, the <br />city has already received advances from the franchise fee to reim- <br />burse the personnel costs. Schmidt stated that the city has no <br />more franchise fees coming until it has enough subscribers, then <br />it receives five percent. Schmidt believes the Commission will <br />require that a given number of Group W employees will have to work <br />with government access, a given number for religious access, etc. <br /> <br />Benke stated that once Group t.} has everythi ng under control, we <br />should already knO\! \'ihat kinds of facilities \'Je vlill need in the no' <br />Chambers to ['lake sure that ""e CJn telecast effectively, and the audio- <br />visual equipment is appropriate for those in attendance. Benke <br />asked if the city is going to ask the Citizen Study Committee to <br />be its on-going City Cable Commission, or form a new advisory <br />Committee to follow up and promote productions. Benke feels we <br />need to talk to the potential users in the city and get them in- <br />volved in the process. <br /> <br />Harcus feels that, with the uncertainty of cable's future, he <br />would not want to form another committee and would rather use the <br />Citizen Study Committee to lead a task force. <br /> <br />I <br /> <br />Motion by Harcus, seconded by Blomquist, to DIRECT THE CITIZEN <br />STUDY COMMITTEE TO ASSIST IN THE ANALYSIS OF EQUIPMENT NEEDS AND <br />THE DESIGN OF THE SYSTEM FOR CABLECASTING OF MEETINGS IN THE NEW <br />COUNCIL CHAMBERS BY SELECTING A COMMUNITY VOLUNTEER WITH TECHNICAL <br />EXPERTISE TO ASSIST IN THE PROCESS. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Nienaber stated he has been in contact with the owner and has set <br />a meeting for tomorrow morning, July 24th, at 8:00 a.m., and had <br />nothing further to add to the report concerning the hazardous <br />building at 784 Fourth Avenue N.W. <br /> <br />The owner of the building, Richard Ernst, was not present to <br />speak to the issue. <br /> <br />As he had received numerous complaints about the building, Harcus <br />moved, seconded by Janecek, to WAIVE THE READING AND ADOPT A <br />RESOLUTION ORDERING SECURING OF STRUCTURE LOCATED AT 784 FOURTH <br />AVENUE N.W.; and WAIVE THE READING AND ADOPT A RESOLUTION ORDERING <br />REMOVAL OR REPAIR OF HAZARDOUS STRUCTURE LOCATED AT 784 FOURTH <br />AVENUE N.W. <br /> <br />I <br /> <br />Marlin Jensen, potential buyer of the named property, asked who <br />he would contact concerning the required repairs; Harcus directed <br />him to Nienaber. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Proper had nothing further to add to the staff report concerning <br />a petition requesting a street light on the end of the Foxwood <br />Court cul-de-sac. <br /> <br />Page Eleven <br /> <br />Hazardous <br />Building <br />Report 85-216 <br />Resolution 85-73. <br />Resolution 85-74 <br /> <br />Street Light - . <br />Foxwood Court i <br />Report 85-2l6A \ <br />Resol uti on 85-751 <br />
