<br />Council Meeting Minutes <br />July 23, 1985 <br /> <br />I <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Janecek, seconded by Blomquist, to WAIVE THE READING AND <br />ADOPT A RESOLUTION MAKING FINDINGS OF FACT AND APPROVING THE VACA- <br />TION OF A PORTION OF CLEVELAND AVENUE SUBJECT TO AN EASEMENT OVER <br />THE WESTERLY FIFTEEN FEET. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Krueger reviewed the staff report concerning a request to resume <br />use of a building and site which has been vacant in excess of six <br />months and contains existing Type IV non-conformities, noting the <br />Planning Commission recommended approval. Krueger stated the <br />applicant and architect were present for a presentation. <br /> <br />Norm Wells, architect for the American Legion Post 513, introduced <br />John Hearne, Legion Commander. and Joe Kilian, Manager of the <br />Ameri can Legi on in St. Anthony. <br /> <br />I <br /> <br />Wells requested the recycling of the building for a long-term use <br />and reviewed plans with the council, stating the building would <br />include a facility for a club room for members only, and a bingo <br />area and restaurant that would be open to the public. Wells noted <br />that, although they are not shown on the site plan, five flag poles <br />would be installed in the 30-foot buffer area along Old Highway 8. <br /> <br />Harcus asked if there were plans to stripe the parking lot; Wells <br />responded the parking lot would be striped for 108 parking spaces. <br />which is reasonable for the proposed use of the building. Wells <br />further stated that the 55-foot curb cut on Old Highway 8 will be <br />reduced to 32 feet. in accordance with Ramsey County's requirements. <br />and that Ninth Avenue will be protected with a three-foot high berm <br />and 38 Black Hill spruces. <br /> <br />In response to Blomquist's inquiry about the location of the flag <br />poles. Wells responded they would be tied in with the landscaping. <br /> <br />Benke asked if the rear west door on the northwest corner was to be <br />used as an emergency exit or for public use; Wells responded it was <br />an emergency exit according to the City's code. but the door could <br />be moved to the north to direct noise away from homes. per Benke's <br />concern. <br /> <br />I <br /> <br />In response to Benke's inquiry about the users of the building. <br />Hearne stated they would be from St. Anthony and New Brighton (20% <br />of their members). with Columbia Heights members (who do not have <br />a facility of their own) possibly using the facility in the future. <br /> <br />B.enke asked if a joint-parking agreement had been reached with J&B <br />Auto; Wells stated they were working on such an agreement. <br /> <br />Page Four <br /> <br />Council <br />Business <br /> <br />NC-73.
