<br />Council Meeting Minutes <br />July 23, 1985 <br /> <br />I <br /> <br />Proper indicated that Ninth Avenue is a 32-foot wide residential <br />street and, with parking on both sides of the street, there would <br />be about 20 feet for traffic which would be sufficient for emer- <br />gency vehicles; Proper further indicated that this 32-foot wide <br />street is the same as other residential streets in the city. <br /> <br />Hearne anticipates an overflow four times a month because the <br />events would be time-staggered. The Legion is looking at parking <br />across the street in the office's parking lot, using a runner-type <br />service. Hearne further stated the Legion is thinking of using a <br />van service to bring bingo players, which would alleviate some <br />parking. <br /> <br />Harcus noted that, although the neighborhood concerns are genuine, <br />he has heard from St. Anthony that the American Legion is run very <br />well and that when there is a problem, the Legion has acted and <br />taken care of it. In regard to the parking situation, Harcus <br />felt the council is not in a position to make a decision at this <br />time. <br /> <br />I <br /> <br />Harcus directed staff to look at parking alternatives and restric- <br />tions in the area and to come back in August with a recommendation, <br />advising the residents when the recommendation would be on the <br />agenda. <br /> <br />In response to Harcus's question, the homeowners asked that a <br />fence be installed by the American Legion even if J&B Auto does <br />not modify their plan. <br /> <br />Motion by Harcus, seconded by Janecek, to: <br /> <br />1. WAIVE THE READING AND ADOPT A RESOLUTION APPROVING NC-73 SUB- <br />JECT TO CONDITIONS; <br />2. DIRECT CITY STAFF TO ASK J&B AUTO TO CONSIDER A MODIFICATION <br />OF THEIR PLAN; AND <br />3. HAVE THE CITY PLANNER APPROVE THE REVISED LANDSCAPING PLANS <br />(fence with p 1 anti ngs on the homeowners' side). <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Sinda stated the purpose of this item is to set a public hearing <br />for August 13, 1985, for consideration of a Liquor License for the <br />American Legion. <br /> <br />Motion by Janecek, seconded by Blomquist, to SET A PUBLIC HEARING <br />FOR AUGUST 13, 1985, TO CONSIDER THE APPLICATION FOR A LIQUOR <br />LICENSE BY THE AMERICAN LEGION POST 513. <br /> <br />I <br /> <br />Benke stated that, if the liquor license is granted, it would be <br />renewed annually which would give the residents an opportunity <br />to address any problems which had arisen during the prior year. <br /> <br />Hearne stated the American Legion has held a liquor license since <br />1948 and there have been no problems in the last four years since <br />he had been Commander of the Post. <br /> <br />Page Six <br /> <br />Liquor License <br />- American <br />Legion <br />Report 85-207 <br />
