Council Meeting Minutes
July 23, 1985

I

Schmidt commented that organizations such as this have greatly bene-
fitted the community with donations to the Stockyard Days, Inc.. the
Police Department, and the Fire Department. etc. and anticipates the
Legion will do likewise.

Hearne stated that any dollars on the Legion's books at the end of
a year would go back to the community.

5 Ayes - 0 Nayes, Motion Carried

Sinda had nothing further to add to the staff report concerning the
second reading of an ordinance to rename "A" streets but the city
had received some telephone calls concerning the change.

I

Richard May. 1999 - 19A Street N.W.. stated he felt the change was
made without adequate notice given to the affected residents. May
stated he filled out the survey but received no response; did not
receive a notice regarding the last council meeting when the deci-
sion was made. May asked if any alternatives to the proposal were
given. such as enlarging the "A" on the existing signs or eliminat-
ing identical house numbers on similarly named streets. May felt
neither the Police nor the Fire Department were in favor of the
change. legal documents need to be changed, and the cost of changing
maps should have been taken into consideration.

Harcus stated the Police Department had no objection and that the
Fire Department agreed it would work if all street names were
changed at the same time. Harcus further commented that the initial
consideration was given after so many residents asked that the "A"
be eliminated somehow and that the council agreed to ask the Citizen
Study Committee for a recommendation on street naming conventions.

Nienaber stated that. although he didn't know what the previous
policy was. when new homes are plotted he assigns house numbers
based on the grid and avoids duplicating house nu~bers on parallel
streets.

Harcus stated the council was impressed with the number of persons
responding to the Citizen Study Committee's survey itself. and
especially with the number that indicated a desire to change their
street name. Harcus then stated that he would be willing to table
the second reading of the ordinance and resurvey the residents.

I

Schmidt stated that government should not mess with something that
is working acceptably well but if it isn't working well, you have
to take a look at it. The Citizen Study Committee. as long as
twenty years ago, recognized there was a problem and the city has
limped along with the system through a significant period of time.
Generally when a survey is sent out. about ten percent respond.
In tenns of numbers of people responding to the "A" street problem.
Schmidt did not believe the problem should be delayed. The Citizen
Study Corrnnittee studied the problem and gave the council arecom-
mendation.

Page Seven

Ordinance -
Changing II A"
Streets
Report 85-208
Ordinance 533
