Council Meeting Minutes
July 23, 1985

Page Eight

I

Schmidt stated he believes people should have the right to be involv-
ed in the process and have input. Schmidt personally believes another
survey could be taken but, based on the strong comments on the first
survey, he didn't feel the situation should be delayed. He believes
the process, in terms of contacting the people, in terms of time, and
in terms of consideration, has in fact received a great deal of input
and deliheration by the various local groups that the council estab-
lished to study these problems.

May asked why the survey results were not disseminated back to the
people involved, feeling that perhaps all possible alternatives were
not brought forward and discussed.

Benke stated he himself did not know how many alternatives were consid-
ered during the study and felt that something further could be done if
council were to delay its decision another two weeks to alleviate the
impact, but didn't know if any formal survey would get any different
results.

I

-~'

Janecek, council representative on the Citizen Study Committee, stated
the Citi zen Study Committee di d take a very carefu 1 look at the situa-
tion and was not itself convinced of the need for a change until the
results of the survey were tallied. The major concern seemed to be
mail delivery. Janecek stated further that originally the council re-
quested a recommendation earlier but the Committee wanted more time
to talk to the Post Office. The Post Office responded they couldn't
guarantee that anything would get better if the City kept the "A"
streets; had tried to address the problem by putting the same carrier
on similar streets but the Post Office cound not guarantee it could
continue to do that. Upon reviewing the results of the survey, the
Committee was convinced that something needed to be done to eliminate
the ::A" designation.
Harcus noted the communication to the residents concerning the re-
sults of the survey could have been better.

Betty Helmbrecht, 2736 - l6A Street N.W., stated the consensus on
her block was that something needed to be done but the residents did
not feel this was the answer. They feel it is only a mail problem.

Blomquist asked Helmbrecht if the residents on her block had any
suggestions; Helmbrecht responded they had no specific suggestions.

Schmidt stated that there were few people present to speak to the
issue, which indicated not a great concern; May felt the letter was
so final the residents did not feel there was anything further they
could do.

.......-

Harcus suggested another letter be sent stating the council would
hold a hearing on August 13, 1985.

Schmidt expressed concern that the number attending a hearing may
not be a true reading of the problem.

Blomquist stated the second reading should be held this evening or,
if it were to be delayed, send a second survey to all residents.

I
