I

I

I

Council Minutes
September 25, 1984

Proper had nothing to add; stated the Association had
recently met and would discuss the status of the project
with the council at this time.

Ralph Steiner, 1826 - 26th Avenue NW, stated the Associa-
tion had compiled additional data; their concern with the
project is that it might not eliminate the concern; they
are developing additional information which they believe
will provide solutions to the problem (DNR is coming out
to look at the situation). Mr. Steiner requested that
council table this proposal from Clean-Flo until the
Association can come back with a definite proposal.

Motion by Benke, seconded by Blomquist, to CONTINUE THE
PUBLIC HEARING UNTIL THE NEXT MEETING AT 7:35 P.M., TUESDAY,
OCTOBER 9, 1985.

Janecek inquired to the length of time.
Steiner stated they hope to still move on it this Fall.
5 Ayes - 0 Nayes, Motion Carried

Council Business

Sinda has nothing to add to the staff report, concerning
a petition the City received about the heavy truck traffic
on Fifth Avenue between County Road E-2 and Tenth Street,
in which it was suggested that this item be referred to
the Engineering Department for a study and a recommendation.

Benke stated that, as downtown has residential areas between
two interchanges, we need to do something to develop strate-
gies for the development of downtown. Benke suggested hiring
a consultant to inventory current conditions and problems,
do traffic projections, relate that to an evaluation regarding
how viable access is to downtown in terms of expectations of
future development. Measures needed to control future
traffi c problems.in tenns of expectati ons waul d have to be
identified. From that Benke would expect to see a traffic
access chapter that would go into the marketing plan that the
Economic Development Organization would be writing for us.
We need to show the citizens that traffic isn't a problem as
well as how we intend to manage the situation. Benke also
stated that the first study may generate more questions than
anS\'Jers .

Harcus agreed with Benke, and asked that, on a short-term
basis, staff evaluate the petitioners' suggestions as to
legality and feasibility.

Schmidt questioned lead content in truck's fuel, noting that
Chicago abandoned the use of leaded gas.

Page Four

Lake Diane Improve-
ment
Report 84-243 Suppl.

Council Business

PETITION: Truck
Traffic on Fifth Ave
Report 84-255
