<br />I <br /> <br />I <br /> <br />I <br /> <br />Counei 1 Mi nutes <br />September 25. 1984 <br /> <br />Blomquist mentioned that trucks use more gas than cars, <br />but didn't know whether or not diesel fuel contained lead. <br /> <br />Schmidt wondered if the Environmental Quality Commission <br />should check on this. and it was aqreed they should. <br /> <br />Blomquist supported Benke's suggestion of a traffic study <br />in the downtown area. stating that some questions could <br />be addressing the immediate short-term situation and some <br />can be part of the larger study of the downtown area; that <br />information would be valuable in considering the develop- <br />ment plans that we have and would be an asset to the Compre- <br />hensive Plan. <br /> <br />Motion by Schmidt. seconded by Harcus, to DIRECT STAFF TO <br />CONSIDER THE ISSUES AND OPTIONS RAISED BY THE PETITIONERS <br />ON A SHORT-TERM BASIS AND REPORT BACK TO COUNCIL WITHIN A <br />REASONABLE TIME-PERIOD, AND THAT THE PETITION BE REFERRED <br />TO THE ENVIRONMENTAL QUALITY COMMISSION FOR THEIR CONSID- <br />ERATION OF THE ENVIRONMENTAL ISSUE, AND THAT THE PETITION <br />BE REFERRED TO THE ECONOMIC DEVELOPMENT ORGANIZATION FOR <br />THEIR CONSIDERATION OF THE BROADER TRAFFIC STUDY (PLANNING <br />AND POTENTIAL IMPACT ON MARKETING). <br /> <br />Motion by Blomquist, seconded by Benke. to amend the motion <br />by adding TO DIRECT STAFF TO PREPARE A REOUEST FOR PROPOSAL <br />THAT WOULD INCLUDE THE INVENTORY OF CURRENT CONDITIONS. <br />PROJECTIONS BASED ON ANTICIPATED DOWNTOWN/ADJACENT DEVELOP- <br />MENT, ANALYSIS OF ACCESS VIABILITY. AND IDENTIFICATION OF <br />MITIGATIVE ACTIONS. <br /> <br />Blomquist noted that once the RFP is prepared it can come <br />back to council, can go to the Economic Development Organi- <br />zation, can be reviewed to determine whether or not it is <br />complete. and then we can be looking at ways to implement <br />that. <br /> <br />Benke informed the council that this type of study may <br />cost between $10,000 and $15.000. <br /> <br />Margaret Francis. 446 Sixth Street NW. stated that her neigh- <br />borhood is zoned as a residential area and that the majority <br />of the people were here before the condition (truck traffic) <br />existed. and felt that living in a residential area should <br />provide a noise- and pollution-free environment. Felt council <br />should not be looking to the future for heavy truck traffic, <br />it is happening now. <br /> <br />Harcus stated that council's intent is to react to their <br />suggestions and that, because it is a county road. there may <br />be limitations as to what can be done. If we can't do it by <br />law or ordinance, we will work with the business community. <br />especially north of 1-694. <br /> <br />Page Five <br />
