<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 Mi nutes <br />December 17, 1984 <br /> <br />Blomquist agreed with most of Benke's comments, but not as <br />anxious to remove the banner as it ties the old to the new <br />and it is a positive statement that unifies the structure. <br /> <br />Schmidt stated that the council is giving consideration to <br />a remodeling project now because conditions are not accept- <br />able to employees. Council is aSking businesses to reinvest <br />in downtown and council has a responsibility, also, in <br />creating a positive image in downtown. <br /> <br />Pierce stated they will work on the foregoinq comments and <br />be back to the council with the changes. <br /> <br />Proper had no further comments to add and stated that Wayne <br />Leonard from Ramsey County was present to answer questions <br />and concerns. <br /> <br />Schmidt expressed concern about a fifty-foot roadway from <br />1-694 and Long Lake Road bridge going north, feeling the <br />side walk and snow boulevard would bring construction close <br />to homes on west side of Long Lake Road <br /> <br />Wayne Leonard, Ramsey County Coordinating Engineer, stated <br />the project will be financed by the County (gas tax dollars) <br />and one of the requirements has to do with width of lanes <br />and volume of traffic. Based on traffic, a fifty-foot road <br />is required to handle the traffic and for safety reasons. <br /> <br />Benke felt we would not want to see the road built to such <br />a high design that people would use it more than normal. <br /> <br />Leonard indicated that a wider road may encourage more <br />traffic, but experience does not indicate that happens; any- <br />thing less than fifty feet from I-694 to 14th is not feasible. <br /> <br />In response to Benke's concern, Leonard indicated that fifty <br />feet would be required to obtain the financing, but indicated <br />a variance could be requested. <br /> <br />Benke expected neighborhoods to be negative to four lanes; <br />would rather see three lanes with bike lanes for the bikers <br />to the Park. <br /> <br />After a discussion of which section would be done first, <br />Blomquist asked if two parts could be done at the same time. <br />Leonard responded that the general commitment is one mile <br />of road at a time, with contract being awarded in 1985. <br /> <br />Leonard indicated he would like to convert the draft report <br />into a finished report with council's input, noting the County <br />would not have funds in 1985 to construct detached bike paths. <br /> <br />Benke asked how the council could keep the process moving <br />without giving it their stamp of approval. <br /> <br />Page Three <br /> <br />Long Lake Road - <br />presentation of <br />project by Ramsey <br />County <br />
