<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />December 17, 1984 <br /> <br />Leonard would like to start construction on the piece north <br />of Rice Creek Road; proposed the County prepare plans with <br />information for the public hearings; the plan would then be <br />taken to MNDOT by the County for approval, and then back to <br />the County for bids. <br /> <br />Motion by Schmidt, seconded by Blomquist, to ADOPT A RESOLU- <br />TION ADOPTING THE FEASIBILITY STUDY FOR PRESENTATION AT A <br />PUBLIC HEARING. <br /> <br />Motion amended by Benke, seconded by Janecek, to add that <br />THE COUNTY GIVE CONSIDERATION OF AUTHORIZATION FOR A SEGMENT <br />FROM 1-694 TO 14TH STREET AND STAFF SET UP AN INFORMAL PUBLIC <br />INFORMATIONAL MEETING SOMETIME IN JANUARY. <br /> <br />Janecek asked about the time frame. <br /> <br />Benke suggested informational meeting so the contents of the <br />proposal can be discussed, citizens can give their opinions <br />and when council is ready for project north of Mississippi <br />Street, we can order Public Hearing when County has input <br />and further Public Hearings can be held for each Phase. <br /> <br />Blomquist felt we could accomplish that by having one Public <br />Hearing. <br /> <br />Benke believed a public hearing in early 1985 would be pre- <br />mature. <br /> <br />Janecek asked when final draft of feasibility study would be <br />ready. <br /> <br />Leonard stated it would be ready the second week in January; <br />the County has had a great deal of contact with the residents <br />around the high school and they have been led to believe <br />there will be a public meeting. <br /> <br />5 Ayes - 0 Nayes, Amendment Carried <br />5 Ayes - 0 Nayes, Main Motion Carried as Amended <br /> <br />Rezac, President of Burns & Rezac, Inc., reviewed the <br />proposal and asked for a three-month free feasibility <br />study including relocation, funding, etc. Rezac presented <br />a schedule of his plans for the entire project. <br /> <br />Harcus clarified that during the first three months the only <br />assistance Rezac would need from the City would be staff time. <br />Rezac responded affirmatively. <br /> <br />Blomquist inquired about the square footage for the proposed <br />project. Re.?acresponded 50-60,000 square feet, with a five- <br />to-one parking ratio. <br /> <br />Harcus felt it was worth having staff work with the developer <br />but stated he did not want Sixth Street to be turned into an <br />alley.
