Council Mi nutes
December 17, 1984

I

Harcus inquired about Rezac's experience in the Metropolitan
area. Rezac stated he worked on the Valley West Shopping
Center, Village North in Coon Rapids, started a project on
Zane and Highway 152, and in Mankato he blended new stores
with old stores with roof over all stores.

Schmidt stated he had no problems as long as Rezac was not
asking for an exclusive right this evening, but he did
express concern about a single building running along the
street in terms of mix of people.

Rezac stated second-level retailing is almost impossible to
rent.

Janecek would encourage to think more creatively than the
standard strip center.

Benke stated one of the earlier concepts was to put buildings
on Fifth Avenue and Tenth Street, with parking in the middle,
and other things along Sixth Avenue.

I

Rezac stated they would explore all ideas, noting other pro-
jects that were failures because of parking in back or middle.

Benke reiterated that stores should be on Fifth Avenue so that
they would not be so far away from things on east side of the
Avenue.

Blomquist felt, at best, the project i!s worth further dis-
cussion and supported their working with staff from Point A
to Point B, etc. Encouraged that Rezac is interested in
lOOking at the project.

Harcus stated he liked Rezac1s performance points; encouraged
him to work out details with staff.

Motion by Harcus, seconded by Blomquist, to APPROVE AN EMPLOYEE
AGREEMENT ADDENDUM BETWEEN THE CITY OF NEW BRIGHTON AND HENRY
SINDA.

5 Ayes - 0 Nayes, Motion Carried.

Motion by Benke, seconded by Janecek, to WAIVE THE READING AND
ADOPT A RESOLUTION, SETTING THE RANGES FOR THE 1985 EMPLOYEE
SALARY PLAN.

I

Harcus noted that, were a number of categories of personnel
that could be employed by either the private sector of public;
would like to have staff take a look at private sector salaries
for fut'ure consideration.

Sinda stated that in 1985 the City will be getting involved
with Comparable Worth; might be comparing private and public
sectors.

Page Five

City Manager
Employee Agree-
ment Addendum
Report 84-332

1985 Employee
Salary Plan
Report 84-333
Resolution 84-179
