I

I

I

Council Minutes
January 8, 1985

Proper indicated he had discussed the assessments and
phases with the City Attorney and indicated that individual
street projects would result in high assessments (one sec-
tion at $1300, one section at $1700). The City could hold
one improvement hearing, treating the projects as one proj-
ect, but the resolution of approval would state that the
project would be constructed in phases. The assessments
could then be levied (before the sections, in the middle,
or in the end) as long as that had been identified in the
resolution. Proper stated this would overcome the problem
of constructing in different phases and still assessing it
equa lly.

City Attorney stated that in order to do this, it is
necessary to order in the improvement as one improvement
and design the entire road at one time.

Motion by Harcus, seconded by Blomquist. to RECEIVE THE
FINAL FEASIBILITY.REPO:T FOR LONG LAKE ROAD AND TO SET AN
INFORl'1ATION MEETING FOR FEBRUARY 12, 1985.

5 Ayes - 0 Nayes, Motion Carried

Motion by Harcus, seconded by Blomquist, to WAIVE THE READ-
ING AND ADOPT A RESOLUTION APPROVING THE PRELIMINARY LAY-
OUT FOR THE I-694 LANE ADDITION AND RECONSTRUCTION PROJECT.

Schmidt noted that even though we are going to have con-
struction on the Silver Lake Road bridge along with Long
Lake Road construction, it can't be as bad as it is for
those living west (Highway 12 construction).

5 Ayes - 0 Nayes, Motion Carried

Winkels had nothing to add; stated we are trying to
guesstimate the criteria and job creation; looks better
for well than downtown redevelopment.

Motion by Janecek, seconded by Benke, to HOLD A PUBLIC
HEARING TO DISCUSS THE CITY OF NEW BRIGHTON'S APPLICATION
FOR FUNDING UNDER THE MINNESOTA SMALL CITIES DEVELOPMENT
PROGRAM ON JANUARY 22, 1985, AT 7:35 P.M.

5 Ayes - 0 Nayes, Motion Carried

Winkels had nothing to add to the staff report concerning
setting a date and time for a council/staff worksession
to discuss the development account guidelines, stating
they would be looking at the development account and its
guidelines and then reviewing a format of the five tax
increment district's expenses, revenues, and projections.

Schmidt stated that, in 1985, he would like to see the
council utilize the regular meetings as much as possible.

Page Twelve

Upgrading Long Lake
Road - Feasibility
Report
Report 85-10

I-694 to 6 Lanes
Report 85-11
Resolution 85-10

Grant Application -
Minnesota Small
Cities Develop-
ment Program
Report 85-12

Worksession -
Development Account
Report 85-13
