<br />Council Minutes <br />February 26, 1985 <br /> <br />I <br /> <br />Motion by Harcus, seconded by Blomquist, to CONTINUE THE PUBLIC <br />HEARING ON A REQUEST FOR THE VACATION OF A PORTION OF EMERALD <br />DRIVE UNTIL MARCH 12, 1985. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />To the staff report concerning the Tax Increment District #6, <br />Winkels added that staff is recommending a continuation of the <br />public hearing until March 12th at which time staff is hoping <br />to have development agreements, all zoning approvals, etc. <br />together in order to complete everything in one night. Will <br />be meeting with developer Monday morning to finish up the de- <br />velopment agreement, etc. <br /> <br />Motion by Harcus, seconded by Schmidt, to CONTINUE THE PUBLIC <br />HEARING ON THE MODIFICATION TO DEVELOPMENT DISTRICT NO. 1 AND <br />TAX INCREMENT DISTRICT #6 TO MARCH 12, 1985, AT 7:35 P.M. <br /> <br />I <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Krueger stated that the Planning COITUllission was unable to get <br />the required number of votes for approval or continuation of <br />the rezoning and the PRO; had nothing to add to the staff report; <br />and commented that the city attorney has done some research on <br />our ordinance regarding subsidized housing, if council had ques- <br />tions in that area. <br /> <br />Jack Buxsell, architect for the project, reviewed the existing <br />site along with the proposed addition, stating the new 48-units <br />would not be subisidzed to the degree the existing building is. <br /> <br />In response to Harcus's question, Krueger clarified the staff <br />recommendation is to show specified or additional parking spaces <br />that could be created if the .7 parking spaces provided does not <br />prove to be adequate over the tenn of the elderly housing proj- <br />ect; essentially the final plan will show a dotted-in area for <br />expansion parking. <br /> <br />Buxsell showed on the plan where additional parking could be <br />established without disturbing the gardening plots. <br /> <br />James Senden, representing Henry Hyatt, introduced Mavis <br />Chambers, resident manager, and her assistant, Janice Dahl. <br />Senden addressed the rezoning, financing, and parking consider- <br />ations. <br /> <br />I <br /> <br />In response to Harcus's question, Senden stated there was no <br />intent to rent the underground parking spaces to anyone living <br />outside the complex. <br /> <br />Buxsell stated Henry Hyatt would be pricing the underground <br />parking to rent, noting there is an additional charge for park- <br />ing in the garage.
