Council Minutes
March 12, 1985

Page Three

I

Benke asked staff to look at the option of installing the
sidewalks in a serpentine fashion within the right-of-way
to circumvent the existing trees, and to have the county
review the location of the roadway within the right-of-way
to save trees and to minimize the impact on houses by off-
setting more than a few feet off the center of the roadway.
Benke stated he was still not convinced that four lanes of
traffic south of 14th Street are needed; if fifty feet of
development are required there, he felt striping it for
three lanes would be adequate; asked that traffic numbers
be reviewed. Benke stated he knew the Metropolitan Council
had updated their system-wide projections and wondered if
their figures might have some influence.

Schmidt felt four lanes in that area are not justified;
agreed that three-lane striping is warranted; asked what
controls the city has over the striping.

Benke expressed concern as to whether or not the county
would come to the city for concurrence, if there was a
stripino-oriented problem; felt there should be something
in the approval process limiting it to three lanes.

I

4 Ayes - 0 Nayes, Motion Carried

Public Hearing

Winkels had nothing to add to the staff report which was
a continuation of the public hearing of February 26, 1985.

As there was no one to speak to the issue. Harcus moved,
seconded by Benke, to CLOSE THE PUBLIC HEARING.

Street Vacation -
Emerald Drive
Report 85-62
Resolution 85-25
7:47pm-7:48pm

4 Ayes - 0 Nayes. Motion Carried

Motion by Janecek, seconded by Schmidt, to WAIVE THE READ-
ING AND ADOPT A RESOLUTION APPROVING THE VACATION OF A
PORTION OF EMERALD DRIVE.

I

4 Ayes - 0 Nayes, Motion Carried

Winkels asked that the public hearing be continued to
March 26, 1985, at 7:35 p.m.

Motion by Harcus, seconded by Schmidt, to CONTINUE THE
PUBLIC HEARING ON THE MODIFICATION TO DEVELOPMENT DISTRICT
NO.1 AND TAX INCREMENT DISTRICT #6 TO MARCH 26. 1985, AT
7:35 P.M.

Tax Increment
District #6
Report 85-63
7:48pm-7:49pm

4 Ayes - 0 Nayes, Motion Carried

Proper had nothing to add to the staff report concerning
Ramsey County's proposed computerized mapping system.

Computerized
Mapping Proposal
Report 85-65
