Council Minutes
March 26, 1985

I

Proper had nothing further to add to the staff report concern-
ing the water tanks painting bid.

Motion by Blomquist, seconded by Harcus, to AWARD THE BID FOR
PAINTING THE CITY WATER STORAGE TANKS TO TENYER COATING, INC.
IN THE AMOUNT OF $96,616.00.

5 Ayes - 0 Nayes, Motion Carried

Krueger reviewed staff report concerning the final approvals
required for Water Ridge Plaza. Krueger noted that all of
the required information for final approvals had been sub-
mitted and the Comprehensive Plan amendment which rezones
properties south of Tenth Street has been reviewed and
approved by the Metropolitan Council. The Planning Commis-
sion is recommending that the council approve the final PRO,
the final plat, and the final site plans.

I

Krueger explained the options are to (1) continue all of these
actions until the Development Agreement has been approved or
(2) approve the PRO, the plat, and the site plan subject to
approval of Tax Increment District #6, subject to approval of
the rezoning, and subject to the approval of the Development
Agreement. Krueger commented that, as Mr. Svee noted earlier,
Mr. Svee's investors are looking at the project receiving
approvals in terms of the buildings on the site plan and that
those approvals, subject to the items indicated previously,
may be of benefit to him in securing the financing.

Schmidt asked, if the approvals were to be given and then the
tax increment financing and rezoning do not occur because the
financing is not in place and the Letter of Credit is not
produced, if the city would be back to where it was before
the project was proposed and then nothing would proceed.
Krueger confirmed his statement.

Mr. Svee indicated he would like to keep moving with the
project and would appreciate having as many steps as possible
approved at this time.

Motion by Schmidt seconded by Harcus, to:

I

INDICATE FINAL PRD-40 IS IN SUBSTANTIAL COMPLIANCE WITH THE
APPROVED PRELIMINARY PLAN AND TO APPROVE FINAL PRD-40, SUB-
JECT TO ALL CONDITIONS OF COUNCIL RESOLUTION 84-124; and
APPROVE PL-138 SUBJECT TO ALL CONDITIONS OF COUNCIL RESOLU-
TION 84-125; and
APPROVE LP-160 and LP-161 SUBJECT TO THE FOLLOWING CONDITIONS:

page Six

Water Storage Tanks
- Bids for Repaint
i ng
Report 85-80

Water Ridge Plaza
- Final Approval
R-126, PRD-40,
PL-138, LP-160,
LP-161
Report 85...81
