<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Minutes <br />March 27, 1984 <br /> <br />Page Eleven <br /> <br />Egan distributed the specifications to the Council, <br />indicating that pages nine and ten were probably <br />the most important pages. <br /> <br />In response to Blomquist's inquiry, Egan indicated <br />our options at this time are to either go ahead and <br />send out specifications or have it reviewed with <br />council, staff and Financial Policy Advisory Board at <br />a work session. She recommended the latter. <br /> <br />Computer System Specifications <br />Report 84-72 <br /> <br />Harcus stated that if the staff was comfortable with <br />the document, he saw no reason to refer it to anyone. <br /> <br />Egan pointed out the loss of opportunity and that we <br />are currently spending $2,000 per month to continue <br />with services. <br /> <br />Benke felt that the staff is not comprised of computer <br />experts and indicated the Financial Policy Advisory <br />Board felt, due to changing technology and hidden costs, <br />a review of the final package by someone who knows the <br />industry would be helpful. <br /> <br />Blomquist asked Benke if he felt we should hire a con- <br />sultant to review and comment before the specifications <br />were sent out. <br /> <br />Benke indicated that that was the feeling of the Financial <br />Policy Advisory Board, but thought that we had experts in <br />the City on Boards and Commissions and further stated he <br />did not think we would have to hire someone to review what <br />the staff had been paid to do. <br /> <br />Egan concurred that we must be confident with the system. <br />She further stated we must evaluate where we are now and <br />we must be committeed to the process. <br /> <br />Blomquist felt the staff had done a tremendous job, but <br />that the hiring of a consultant would increase our con- <br />fidence. <br /> <br />Benke indicated that we will be going through a very <br />technical process when reviewing the proposals. <br /> <br />Schmidt suggested either Financial Policy Advisory Board <br />members with expertise review, comment and recommend, or <br />spend some dollars to have an outside consultant review <br />the specifications beforehand so that we feel comfortable. <br /> <br />City Attorney stated that, based on the form of the <br />specification, he was not sure a determination would be <br />
