<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Mi nutes <br />March 27, 1984 <br /> <br />Proper indicated the cost was between $500-$600 per lot, <br />but that cost did not include concrete curbing as the <br />current project does. <br /> <br />Benke asked if there was the possibility of deferred <br />payments based on aqe or disability. <br /> <br />Proper indicated there was a procedure, however, the <br />amount would not be forgiven. <br /> <br />Phil Goodrich, 1129 Pike Lake Drive, asked if curbing <br />costs and overlay costs were broken down. Harcus <br />indicated $189,000 for curbing and $180,000 for over- <br />lay plus miscellaneous expenses. <br /> <br />Jerome Meyer, 1281 Pike Lake Drive, asked how the <br />25%-75% figure was arrived at and also what the <br />responsibilities of the property owner were with re- <br />gard to the lawn and the grading. Proper indicated <br />that the boulevard would De restored as part of the <br />project and, with regard to the split, it had been <br />determined that because when the original street was <br />laid, the property-owner was assessed and it was up <br />to the City to maintain the street. However, to <br />finance the project, 25% has to be special assessed. <br />He further stated that because bituminous curbing is <br />about half as much as concrete curbing, the resident <br />had never paid for ideal curbing and would now be <br />assessed 50%. <br /> <br />Lee Schultz, 1193 Highview Drive, asked what style <br />of curbing would be put in, and how would it affect <br />the driveway. Proper indicated that a B6l8 six <br />inch high curb would be put in and that the drive- <br />way would be part of the curb but cut to 1~"-2" <br />rise to carry drainage. <br /> <br />Curt Olson, 1144 Highview Drive, inquired as to which <br />would come first, the street or his new driveway. <br />Proper suggested the street be put in before the <br />d ri veway . <br /> <br />Keith Esget, 1337 Pike Lake Drive, indicated that <br />between 14th and 13th Streets there is heavy traffic. <br />He then asked if the City plans on putting additional <br />surfacing in this area because of traffic going to <br />the bank, Robert Lee Restaurant. Proper indicated <br />that the first 150-200 feet would probably have to be <br />removed and replaced with four inches of blacktop. <br /> <br />John Rost, 1372 Pike Lake Drive, asked forproject1s <br />starting and completion dates. Proper indicated that <br />the contract would be awarded in May, 1984, the <br />assessment hearing would be in August, 1984, and <br />completion would be sometime in September, 1984. <br /> <br />Page Three <br />
