<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council t1i nutes <br />March 27,1984 <br /> <br />Phil Goodrich, 1129 Pike Lake Drive, against the <br />project for two reasons: (1) new streets are <br />being put in to enhance property, but that drives <br />up taxes, (2) it is a safer neighborhood because <br />the poor conditions of the street have lowered <br />speed and traffic. He further emphasized that a <br />new street would increase traffic and speed. He <br />suggested speed bumps and stated he believed <br />there is a drainage problem that would not be <br />solved with the additional thickness of bituminous. <br /> <br />Keith Esget, 1337 Pike Lake Drive, agreed with <br />Goodrich regarding the water in basements; there <br />have been four homes in his neighborhood that have <br />suffered much water in their basements. <br /> <br />Proper indicated that soil engineers have advised <br />the City on the needs of the intersection to make <br />it last. Proper is confident that the road the City <br />puts in will hold up. <br /> <br />Harcus mentioned that those having problems with <br />drainage should talk to the City Engineer. <br /> <br />Benke asked Esget if the problem was underground <br />seepage or water in the street area. Esget stated <br />it was underground water. Benke indicated that what <br />we do to the street mayor may not impact that. <br />Benke suggested Proper look at it and perhaps bring <br />in some drains along the street. Proper indicated <br />that, in the past, they have found it cheaper to <br />over -udesi gn the road rather than putti ng in an <br />underground drainage system. <br /> <br />Schmidt asked if the area around Forest Dale and Red- <br />wood and anything applicable to this problem. Proper <br />indicated that there had been a water main replaced <br />but that did not apply to this problem. <br /> <br />Mike Shardlow, 1170 Pike Lake Drive, asked how the <br />decision for this project would be made. Harcus <br />advised that the Council would make the final decision <br />tonight. <br /> <br />Benke addressed the speed problem again, noting that <br />earlier the Council authorized radar units. <br /> <br />Proper indicated the City has been successful with <br />radar, drivers inay have a tendency to lose control <br />on speed bumps, and that lIcautionll signs are used only <br />for situations where circumstances are not anticipated. <br /> <br />Harcus suggested selective police enforcement. <br /> <br />Page Four <br />
