<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />March 27, 1984 <br /> <br />5 Ayes - 0 Nayes, Motion' carried. <br /> <br />Motion by Benke, seconded by Blomquist, directing <br />staff to check on the traffic problem on Pike Lake <br />Drive. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Public Hearing <br /> <br />Krueger reviewed staff report regarding the Waste <br />Energy Plant's application for a special use permit <br />and preliminary plat stating that the Planning <br />Commission had recommended denial because the property <br />does not meet the standards, especially with regard to <br />heavy truck traffic. <br /> <br />Robert Bell, Midwest Asphalt Corp., stated that,in the <br />event the project is approved, the truck traffic <br />would be reduced. <br /> <br />Benke inquired about PCA standards. <br /> <br />Peter Van Hult, Midwest Asphalt Corp. stated that in <br />order to operate a plant of this type, 31 different <br />licenses and permits were required. <br /> <br />Benke stated that, if we proceed with application <br />approval tonight on the basis of current standards, <br />there may be standards being developed that are more <br />stringent than can be met by this proposal. <br /> <br />Bell stated they were confident they could meet the <br />requirements of the Pollution Control Agency in <br />addition to all other requirements of other agencies. <br /> <br />Schmidt asked if the reduction of truck trips would <br />meet the I-3 zoning standards of 16.2 truck trips <br />per day, indicating that our legal counsel had <br />indicated that, based on 50 trips per day as proposed, <br />the traffic would be three times for than 1-3 allows <br />for the energy plant alone. <br /> <br />Bell indicated that trucks coming to the incinerator <br />plant may be more than 16.2, but that Midwest Asphalt's <br />trips would be appropriately reduced. <br /> <br />Benke stated that, in the event we did away with all <br />of the asphalt plant traffic and hopefully some day <br />redevelop that entire parcel, we would be granting <br />an exception to the requirements of New Brighton's Code. <br /> <br />Page Six <br /> <br />Public Hearing <br /> <br />Midwest Asphalt, Waste <br />Energy Plant <br />Report 84-67 <br />Resolution 84-32 <br />Resolution 84-33 <br /> <br />~.....,~ <br />
