<br />Council Minutes <br />t.1arch 27, 1984 <br /> <br />1 <br /> <br />of the project, indicated that a Special Assessment <br />Public Hearing would be held in August of 1984 with <br />completion in June 1985, and the construction would <br />be done by Ramsey County with half of the road open <br />at all times. <br /> <br />In reponse to Benke's questions, Proper indicated the <br />city would be paying a portion of the cost of the curb <br />and gutters, and only for the portion of the cost of <br />the storm sewer that is attributable to the area beyond <br />the right-of-way. <br />I n response to Davi d Ei chers I (1330 West County Road <br />D) questions, Proper indicated that (1) cost for his <br />had been calculated but were not available (suggested <br />he call the office), (2) the citizens on the Pike Lake <br />Drive project had paid for bituminous curbing but <br />those on County Road D had never been assessed for <br />curbing, emphasizing the citizen pays for 100% of the <br />City's cost (25% of total project),-(3) there was no <br />overlap between this project and the prior storm sewer <br />project on Foss Road, and (4) special provisions would <br />be made for access 9uring constr~ction. <br /> <br />I <br /> <br />As there were no further comments, Harcus moved, <br />seconded by Schmidt, to close the public hearing. <br /> <br />S Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Schmidt, seconded by Blomquist to WAIVE THE <br />READING AND ADOPT RESOLUTIONS APPROVING PROJECT 84-2 AND <br />THE PARKING BAN ON COUNTY ROAD D, AN AGREEMENT WITH <br />RAMSEY COUNTY (cost sharing and the City shall maintain <br />storm sewer system) AND A JOINT POWERS AGREEMENT WITH <br />THE CITY OF ROSEVILLE (water main). <br /> <br />Benke stated that we have been waiting for this project <br />for a long time. <br /> <br />In response to Schmidt's question, Leonard responded <br />to the status of the Long Lake Road project. <br /> <br />S Ayes - 0 Nayes, Motion Carried <br /> <br />1 <br /> <br />Public Hearing <br /> <br />Proper recommended that Project 84-3 be dropped as <br />there is some uncertainty as to the future needs of <br />the property on the north side. <br /> <br />Muriel Bochnak, Mengelkoch Company, stated she is <br /> <br />Page Nine <br /> <br />Public Hearing <br /> <br />Reconstruction of 14th <br />Street NE East of First <br />Avenue, Project 84-3 <br />Report 84-70 <br />
