I

I

I

Council Minutes
May 22, 1984

Mr. Wiger noted that New Brighton had rejected, based
on zoning, a waste disposal project; stated that Council
has a strong planning role; environmental resources
committed to CDme up with Comprehensive Plan for waste
management (re. landfill sites); low technology starts
with our leadership (compost, recycling).

Hopefully within a few months the Metropolitan Council
will sponsor a program with New Brighton's input on
any topics; hearing will be held for the person to be
selected from this area (District Three) for new
Regional Transit Board; June 11, 1984 there will be a
very open meeting.

Harcus thanked Mr. Wiger for calling him regarding how
the city feels about issues concerning New Brighton.

Blomquist also thanked Mr. Wiger, and asked if he
would have an opportunity to review and comment on the
state aid formula.

Wiger expressed frustration at the multitude of lobby-
ing groups; possibly sees Metropolitan Council having
a role, but the request would have to come from the
City; has asked staff to put together some information.

Schmidt expressed gratitude with Wiger's accessability
and obvious interest in our city.

Judy Fletcher, Metropolitan Waste Control Commission,
stated the Commission has been very busy the last nine
months; would like some reply from the communities on
the Independent Management Study task force; will be
contacting Harcus. The Commission is in the budgeting
process; looking to hold expenses; rates are below
average.

Mayor Harcus noted the receipt of donations from
Basic Industries for $1,000 and from Salem Baptist
for $100 and expressed thanks to both.

Public Hearing

Krueger had nothing to add to staff report regarding
the consideration of a request for preliminary planned
residential development, preliminary plat, and rezoning
approval to allow development of a 565 unit residential
housing project - Kensington (Centex Homes). She stated
that the Planning Commission has recommended tD deny
the action based on inconsistencies with the Compre-
hensive Plan.

Tim Eller, President of Centex Homes, stated that this
presentation was the culmination of ten months' work
and introduced Tom Boyce, Project Manager; Dick Putnam,
Partner of Tandem Corporation; and Frank Berg, BRW.

Page Two

Metropolitan Waste Control
Commission Presentation

Donations - Basic Industries
Salem Baptist

Public Hearing - Kensington,
Centex Homes
Report 84-127
