I

I

I

Council Minutes
May 22, 1984

Boyce gave a slide presentation and updated the Council
on what has taken place since their interest began.

Putnam reviewed the recommendations of the Planning
Commission, City Council, and Park and RecreatiDn Depart-
ment. Early problems were identified and resolved. The
diversity surrounding the area impressed Centex. Putnam
feels that the goals and objectives on how to use the
site in our Comprehensive Plan is not a clear document
and suggested it be modified.

Putnam showed their latest design plan, and discussed
the amenities of the overall plan.

Berg reviewed the sanitary and water sewer plans along
with the municipal water system capabilities, indicating
that the water would be purchased from the City of
Columbia Heights. Berg emphasized that a formal request
by the City of New Brighton be made to the City of
Columbia Heights to amend the existing agreement.

Boyce reviewed the project1s profile and indicated the
sales prices. He indicated that projects of this type
generate a lot of tax dollars for the city and for the
school district.

Eller mentioned that the traffic analysis had not yet
been done because of the disruption Df the tornado. It
could be done by the next Council meeting if the rest
of the plan is approved. Further. Centex had not done
an elderly housing prDject in the past but has been in
touch with several organizations who have. Eller
stressed that the housing market is changing, even
from six months ago. He emphasized that Centex is a
large public company, financially sound. has a good
track record, and they pay as much attention to detail
as they can.

Gene Fisher, 1430 Third Street NW. commended Centex on
the presentation stating the city would benefit and
Centex has solutions to all of the problems. but felt
the density was too high. Fisher felt Council should
lDOk at why the zoning should be changed.

Martin Howell, 1511 Second Street NW, also felt the
density too high.

Motion by Schmidt, seconded by Blomquist, to CLOSE THE
PUBLIC HEARING.

5 Ayes - 0 Nayes, MDtion Carried

Page Three
