<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Minutes <br />May 22, 1984 <br /> <br />Schmidt stated he initially thought it feasible to <br />initiate public hearings on the rezoning and get <br />input from the residents as well as the city as to <br />what should happen to this very important piece of <br />land. It appears that the people residing in the <br />area do not want to seeBS in that area. Schmidt now <br />believes that R1 is not appropriate; could go along <br />with a higher density. Feels Centex' project are <br />quality projects but can't justify R3B. <br /> <br />Janecek expressed concern for density and traffic. <br />Feels the city needs to 10Dk fifteen years down the <br />road to be sure we are providing for the future. <br />Janecek agreed the Comprehensive Plan needs to be <br />reworked; stated that our expectations are changing; <br />impressed by Centex' projects in the southwestern <br />portion of the metropolitan area. <br /> <br />Blomquist thinks the process we have gone through <br />has crystalized the project for everyone in the <br />community, on the staff and council. WDuld encourage <br />Planning Commission to review the Comprehensive Plan <br />to consider removing the reference to the corporate <br />headquarters on B5 and leaving as residential. The <br />request to change from Rl to R3B is significant; <br />would like to provide for elderly housing; concerned <br />about impact on city services (traffic. schools). <br />These issues might justify increasing the density. <br />Blomquist would like to see an economic spread in <br />cost and size of units that would be provided to <br />potential buyers; perhaps SDme number of larger <br />sized units. To support rezoning from Rl. would need <br />elderly housing and lessen impact on the city. <br /> <br />Benke felt a change in the Comprehensive Plan on this <br />particular parcel would be in order; something other <br />than Rl is justifiable. Questioned if high density <br />was compatible with the rest of the community. He <br />indicated that although we would like a variety of <br />neighborhoods and housing types. he was concerned with <br />the high density. traffic. and increased water costs <br />(would the higher costs be spread over the city. or <br />apply it only to the residents of this project?). <br />Asked what would be an acceptable density ratio. <br /> <br />Harcus indicated there would be an external impact <br />on traffic but felt that the residents would be proud <br />tD live in Kensington. Harcus mentioned that the <br />market determines whether it would be too dense. He <br />added that Centex is quality housing with low main- <br />tenance. Perhaps the issue of density is offset by <br />the overall layout. <br /> <br />Kreuger indicated that R2PRD would be 8.7 units per <br />acre. <br /> <br />Page Four <br />
