I

I

I

Council Minutes
May 22, 1984

Staff had nothing to add to the report.

Joyce Kloncz, president of Stockyard Days, stated
the need to settle the property problem before the
Society could get an special-use permit. The Society
must be sure that the site is the best site and that
the lease must be for longer than three months, as it
currently is.

Benke recalled that the site has soil problems, the
property was not large enough to develop in any way,
and the market value is almost nil. He stated that
he is on the Board of Directors of the Historical
Society and will abstain from voting.

Motion by Blomquist, seconded by Janecek to REFER
THE REQUEST TO STAFF AND MAKE RECOMMENDATION TO
COUNCIL ON JUNE 26, 1984.

Benke would like to see a proposed lease for a time
specified to meet the National Register requirements
with a contingency consistent with the concerns of
the Planning Commission.

Harcus opposed because there may be a problem with the
site for that purpose. Doesn't feel the site is
unappropriate.

Kloncz stated that the depot could not be moved more
than one-quarter mile from its previous location and
that it will be setting on the site the same as it was
on First Street.

Janecek states that staff should know that Steve
Thompson will work with staff on the lease.

4 Ayes - 0 Nayes - 1 Abstain, Motion Carried

Although not on the agenda, Kloncz asked Council to
consider a permanent street light in that location
(Fifth Street NW east of Old Highway 8) by the main-
tenance garage to be used not only for Stockyard
Days' street dance, but stated it would have to be
done if the depot is to be moved onto the site.

Kreuger had nothing to add to the staff report.

Motion by Harcus, seconded by Schmidt, to WAIVE THE
READING AND ADOPT THE RESOLUTION MAKING FINDINGS OF
FACT AND APPROVING OF NONCONFORMING USE PERMIT NC-62
AND ADOPT THE RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING VARIANCE VN-233.

5 Ayes - 0 Nayes, Motion Carried

Page Six

Depot Property, Request from
New Brighton Area Historica'
Society
Report 84-129

Street Light, Permanent

Variance and non-conforming
use permit - Meyers
Report 84-131
Resolution 84-77
