I

, i

City Counci 1
November 22, 1983
Page #4

Mayor Harcus stated that Councils in the past have made mistakes by
letting developers name streets. Mayor Harcus stated that he felt
that this was a policy question in that if we allow petitioners
to change the name of the streets that there would be a precedent
set and they could find several additional requests from other
city residents.

,

, Ii Councilmember Schmidt stated that he felt that it was approrpriate
'i to give some attention to a new area that is being developed.
Councilmember Schmidt noted that the Council has expressed upgrading
the total image of the City and felt that there was some merit in
the request.

I

I

Council member Benke stated that if the name change was implemented
he felt there should be some logical choice as to where the change
would occur at either at 29th Avenue, Silver Lake Road or Long Lake
Road. Councilmember Benke felt the name change from 29th Avenue
west would be preferable if a change were to occur.

Council member Janecek stated she had problems with changing the name
of a street. Counci1member Janecek stated that her preference was
to keep 14th Street as it is and also felt that Innsbruck Terrace
cul-de-sac name should be changed.

Councilmember Blomquist stated that he did not feel that the
Council would be setting a precedent in that this is a new sub-
division that is only now being developed with residents that were
not present when the area was platted. Councilmember Blomquist
noted that now that residents are there they have petitioned for
a street name change and that their request has merit. Counci 1 member
Blomquist stated that he also felt 29th Avenue would be the best
spot to implement the change.

Motion by Harcus, seconded by Janecek to deny the request of the
petitioners to change the name of 14th Street, to direct staff to
suggest a name acceptable to both staff and the petitioners of the
Innsbruck Terrace cul-de-sac and further to direct staff to draft
a policy regarding naming of streets in new subdivisions.

Motion by Benke, seconded by Blomquist to separate the question.
Vote On Motion To Separate
5 Ayes - 0 Nayes, Motion Carried

Councilmember Benke stated that he was not ready to deny on the basis
that staff has found the changes in Innsbruck Terrace cul-de-sac
acceptable and that a similar change to 14th Street may not be
that difficult to learn.

Vote on motion to deny request of chanqe of 14th Street name.
2 Ayes (Harcus, Janecek), 3 Nayes (Benke, Blomquist, Schmidt)
Mo t ion Fa i1 e d
