Councilmember Benke
noted that several residents have suggested that in this particular
case the City may have been too tight in cutting back funds for such
work. Councilmember Benke stated that he felt the City should look
at the existing policy and possibly adopt a more aggressive policy in
maintaining boulevards on private or public properties.

Councilmember Schmidt stated that he felt staff should look at the
issue of maintenance on both private and public property.

Councilmember Benke stated he felt that vacant parcels are of particular
problems and that people often dump illegally on these sites.

Councilmember Blomquist stated that he could recall back in 1978-79 when
the Council did in fact cut some funds from the budget that would have
been used for such work. Councilmember Blomquist stated that now that
we are apparently receiving some feedback from residents that the City
may have reduced the budget to much and it may be appropriate to in
fact to review the existing policy.

Motion by Harcus, seconded by Janecek to direct staff to continue turf
maintenance as has been done in the past and direct staff to try a
more aggresive approach towards enforcement.

Councilmember Janecek stated she would also like to see a written
policy on how complaints are now handled.

Councilmember Blomquist stated he felt the policy must be the same for
both public and private property.

Councilmember Janecek stated she felt that it may be premature to
indicate that we would continue business as usual when in fact we
have the coming Winter months to discuss this issue.

The motion with consent of the seconder was withdrawn.

llRemoval Water-
storage Tank"
Report #83-297

Discussion
Turf Management
Report #83-298
