' <br /> <br />City Counc il <br />November 22, 1983 <br />Page #6 <br /> <br />Motion by Schmidt, seconded by Harcus to direct staff to determine the <br />scope of the problem regarding property cleanup and management and to <br />report back how nuisance problems are currently handled and to bring <br />back a draft of a new policy, including notification procedures for <br />handling nuisance conditions. <br />5 Ayes, 0 Nayes, Motion Carried <br /> <br />Mr. David Fridgen, City Sanitarian, was present to review the report <br />regarding Offensive Trades Licenses for the two City rendering plants. <br />Mr. Fridgen reviewed the test results noting that there had been <br />a couple of factors that did affect the total odor units emitted per <br />minute ;as shown for the second test of Gordon Rendering and for the <br />January and July tests for Mengel koch Company. Mr. Fridgen stated <br />that he felt those concerns or problems had been sufficiently addressed <br />and that staff was recommending approval of the Offensive Trades <br />Licenses. <br /> <br />Motion by Blomquist, seconded by Janecek to waive the reading and <br />adopt a RESOLUTION GRANTING GORDON RENDERING COMPANY AN OFFENSIVE <br />TRADES LICENSE AND AFFIXING CONDITIONS OF OPERATION AND to waive <br />the reading and adopt A RESOLUTION GRANTING THE MENGELKOCH COMPANY <br />AN OFFENSIVE TRADES LICENSE AND AFFIXING CONDITIONS OF OPERATION. <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Chief Kelley reviewed the current regulations regarding overnight~ <br />6 hour parking and boulevard parking. Chief Kelley noted that <br />hand;cap parking and firelane parking are enforced within reason. <br />Chief Kelley noted that on-street parking at night has been more <br />sporadically enforced but that for any complaint received a squad <br />car is dispatched and the matter handled. <br /> <br />Councilmember Janecek stated that the only complaints that she had <br />received were regarding enforcement of overnight parking <br />regulations. <br /> <br />Councilmember Blomquist stated that the one complaint he has recieved <br />was also in regard to overnight parking. Councilmember Blomquist <br />noted he had received an inquiry suggesting that overnight parking <br />on streets be permitted during the Summer months. <br /> <br />Councilmember Schmidt stated that he has also heard of a number of <br />people suggest that overnight parking helps maintain the image of <br />the City and that he felt that permitting parking on the street during <br />the Summer and not in the Winter might confuse the issue. <br /> <br />Councilmember Benke stated that some Cities do in fact allow some <br />overnight on-street parking. Councilmember Renke noted tha the <br />arguements in the past regarding the policy were the protection of the <br />neighborhood and that keeping vehicles off of the streets would be <br />better for emergency vehicle access.
