<br />I <br /> <br />City of New Brighton <br />March 22, 1983 <br /> <br />Page Three <br /> <br />was out of the ground. <br />to maintain the street <br />patching of bad areas, <br />would take to keep the <br />and passable. <br /> <br />Mr. Ken Chupita, 1565 23rd Ave. N.W., stated <br />that with a new road there would be no need <br />for additional maintenance costs, and indicated <br />that this area of 23rd Ave. N.W. was a low <br />traffic area. <br /> <br />The cost indicated <br />would include <br />and whatever else it <br />street looking good <br /> <br />Mrs. Sullivan, 1615 Silver Lake Road, asked <br />the City Engineer if streets, after recon- <br />struction, would really last thirty years, as <br />he indicated in his presentation, and would <br />the street be maintenance free during that <br />time? <br /> <br />The City Engineer indicated that he would expect <br />a seal coat would be needed approximately every <br />five-seven years. <br /> <br />I <br /> <br />Mrs. Sullivan questioned why it was necessary <br />to tear a whole street up when only a few <br />areas needed repair. <br /> <br />The City Engineer responded that the total street <br />system had to be looked at in terms of cost <br />effectiveness. <br /> <br />Mayor Harcus indicated that he had been out <br />to review the condition of the streets in the <br />proposed projects and had come to the conclusion <br />that there were streets in far worse condition <br />than 23rd Avenue. He further stated that with <br />the opposition to this project, he would make a <br />motion to delete this project or postpone it until <br />1986. Motion died for lack of a second. <br /> <br />I <br /> <br />Councilmember Schmidt stated that after looking <br />at the streets the past week and considering all <br />the citizens' comments at the last council meeting, <br />he was prepared to postpone the reconstruction. <br />He further stated that after looking at the dollar <br />amounts presented by the City Engineer comparing <br />the alternatives to reconstruction, he could not <br />justify anything but reconstruction from a <br />financial standpoint. <br /> <br />Motion by Harcus, seconded by Schmidt to close the <br />public hearing. <br />
