<br />City of New Brighton <br />March 22, 1983 <br /> <br />I <br /> <br />Councilmember Janecek stated that she was <br />prepared to defer the project until the City <br />Engineer presented the cost of maintenance <br />versus reconstruction. She further stated <br />that streets must be maintained, and that <br />she was prepared to vote for the project. <br /> <br />Councilmember Benke felt there should be <br />other streets being repaired, such as Pike <br />Lake Drive, and that that illustrates the need <br />to anticipate needs before they occur, and that <br />the City could not afford to divert maintenance <br />funds away from other streets. <br /> <br />Mayor Harcus stated that there is a need to <br />review the City's selection process for replacing <br />streets. <br /> <br />Councilmember Benke stated that he had received <br />two copies of letters indicating support for <br />this project and requested that they be accepted <br />into the records. <br /> <br />I <br /> <br />Motion by Blomquist, seconded by Schmidt to <br />waive the reading and adopt a RESOLUTION <br />ORDERING IMPROVEMENT AND AUTHORIZING PREP- <br />ARATION OF PLANS AND SPECIFICATIONS FOR THE <br />PROPOSED RECONSTRUCTION OF 23rd AVE. N.W. <br />BETWEEN 14th AND 17th STREET N.W., #83-1, WITH <br />THE AMENDMENT THAT THE PROPOSED STORM SEWER <br />PORTION OF THE PROJECT BE DELETED. <br /> <br />Page Four <br /> <br />RESOLUTION <br />#83-37 <br />Improvement <br />Project #83-1 <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />The City Engineer presented additional infor- <br />mation on the proposed improvement project <br />#83-2, 19th Ave. S.W. reconstruction, and <br />explained the four options available on this <br />project. <br /> <br />Mr. Steve Prokopiuk, 51 19th Ave. S.W., submitted <br />a petition from the residents indicating that he <br />now had 100% of the signatures of the residents <br />opposing this project. <br /> <br />Mr. Richard DeFilippis, 10 19th Ave. S.W. asked <br />the Council if after looking at the street last <br />week, they still felt it needed total reconstruction. <br /> <br />I <br /> <br />The City Engineer responded that it still was his <br />opinion that the street did need reconstruction. <br /> <br />Mr. DeFilippis, stated that twenty-five families <br />felt it did not need reconstruction. <br /> <br />Improvement <br />Project #83-2 <br />Report #83-71, <br />74 -8:25-8:~~ <br />
