<br />City of New Brighton <br />March 22, 1983 <br /> <br />I <br /> <br />Mr. Mosby of 139 19th Ave. S.W., stated that <br />the street was only one block long and that <br />the condition of the street varies greatly. <br />He further stated that now that the frost is <br />out of the ground he could see that the street <br />was in bad shape by his house. He further <br />stated that two areas have been patched and <br />are in the same condition as the street area <br />that has not been patched. <br /> <br />Motion by Harcus, seconded by Benke to close <br />the public hearing. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Motion by Janecek, seconded by Benke to waive <br />the reading and adopt a RESOLUTION ORDERING <br />IMPROVEMENT AND AUTHORIZING PREPARATION OF <br />PLANS AND SPECIFICATIONS FOR THE PROPOSED RE- <br />CONSTRUCTION OF 19th AVENUE S.W. BETWEEN COUNTY <br />ROAD "E" AND HAINES STREET, PROJECT #83-2. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />I <br /> <br />The City Engineer presented four options <br />to reconstruction of Third Street S.W. <br /> <br />Mr. Don Poffenberger, 290 17th Ave. S.W., <br />presented a petition stating that the <br />residents do not feel that Third st. S.W. <br />would need reconstruction and further <br />stated that they did not feel they should <br />have to pay because heavy equipment has <br />been using the street which has contributed <br />to the problem of the street breaking up. <br /> <br />Mr. Poffenberger further stated he did not <br />see how the City Engineer could state the <br />street would last twenty-five or thirty years. <br /> <br />The City Engineer indicated that types of <br />traffic, amount and soil conditions determine <br />the life of a street. <br /> <br />I <br /> <br />Mr. Poffenberger questioned if there would be <br />any further maintenance required on the street <br />if it was reconstructed, ~n thirty years.
