He further stated that <br />if it was the heavy equipment that contributed <br />to the deterioration of the street, would the <br />City make allowances or determine if someone <br />else was responsible for the damages. <br /> <br />The City Engineer stated there has been a lot <br />of traffic which contributed to the street <br />wearing out sooner than normal, but that the <br />street was posted when there was the most poten- <br />tial for damage, limiting weight of vehicles <br />on the street. He further stated that there was <br />no precedent set for giving an allowance to <br />residents, and that the City is paying 75% of the <br />cost of the improvement and that is quite sub- <br />stantial. <br /> <br />Councilmember Schmidt indicated that it seems <br />to be the intersections that are breaking up <br />on these streets, and questioned whether there <br />was some way to strengthen them. <br /> <br />I <br /> <br />The City Engineer stated that it was not the <br />practice in the past to do that, but it was <br />a possibility. <br /> <br />Councilmember Schmidt indicated to the City <br />Engineer that he appreciated the effort the <br />City Engineer had put into compiling the option <br />information. <br /> <br />Motion by Benke, seconded by Blomquist to waive RESOLUTION #83-31 <br />the reading and adopt a RESOLUTION ORDERING IM- Project 83-3 <br />PROVEMENT AND AUTHORIZING PREPARATION OF PLANS <br />AND SPECIFICATIONS FOR THE PROPOSED RECONSTRUCTION <br />OF THIRD STREET S.W. BETWEEN 16TH AVENUE AND OAK- <br />WOOD DRIVE, PROJECT #83-3. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Mayor Harcus declared a three minute recess. <br /> <br />I <br /> <br />Director of Community Development reviewed the <br />staff report and Planning Commission recommen- <br />dations of PRDj36( rL~~34( Crossroads, <br /> <br />Mr. Christopher Green, 2701 13A Street, <br />stated that he did not hear about the hearing <br />until last week.
