Mayor <br />Harcus stated, however, that he had read the <br />Planning Commission minutes and concerns of the <br />residents and businessmen that had been expressed <br />and in this particular case he agreed with the staff <br />and felt that the special use permit as proposed <br />would not be in the best interest of the City. <br /> <br />Councilmember Janecek stated that she had reviewed the <br />special use permit standards and that she did not <br />feel this permit application was essential or <br />desirable for this area. Councilmember Janecek also <br />stated that she felt access was less than desirable <br />and that she also agreed with the staff concerns. <br /> <br />Mr. Lawrence Krinke, 201 Fifth Street N.W., owner <br />of Krinke's Corner, stated that he was not trying <br />to steal the Tom Thumb's business. Mr. Krinke <br />noted that there were three grocery stores in the <br />area which was adequate for the needs of the neigh- <br />borhood but that there were already eight gas stations <br />and that there was no need for additional services <br />in the area. <br /> <br />Mr. Al Herman, owner Herman's Mobil Service, 500 <br />Old Hwy. 8 stated that he felt he had a substantial <br />investment in his property and did not feel that this <br />proposal would benefit the neighborhood or any of the <br />similar area businesses. <br /> <br />Councilmember Benke stated that all things being equal <br />he would support this request for a special use permit. <br />Councilmember Benke stated, however, that he felt that <br />access and traffic considerations are too great to be <br />ignored and therefore he could not support this appli- <br />cation. <br /> <br />Councilmember Schmidt stated that philosophically he <br />could support the concerns of the Tom Thumb Store, however, <br />he felt the access and location warranted further con- <br />sideration and he felt that they could, in fact be a poten- <br />tial hazard and therefore, he could not support this <br />application. <br /> <br />Councilmember Janecek stated that she wanted to make <br />it clear that her objection to this application is <br />based on the impact on the neighborhood and not based <br />on the competitive nature of the businesses. <br /> <br />Councilmember Blomquist stated that he also felt <br />
