<br />I <br /> <br />I <br /> <br />I <br /> <br />City of New Brighton <br />September 13, 1983 <br />Page Six <br /> <br />Councilmember Schmidt stated the Council's feeling was <br />to allow as many of the local businesses to be a part <br />of the redevelopment and was pleased to see Beisswenger's <br />trying to become part of it. <br /> <br />Mr. Rich responded that they had contacted most of the exist- <br />ing tenants to get their feelings regarding this project, and <br />that they would like to work it out so that those that <br />are in the area could stay in the facility if they would <br />like to. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />The Director of Community Development indicated that <br />the other developer in question, Barthel Construction, <br />was not present to present their proposal for a <br />senior citizen building. <br /> <br />Motion by Benke, seconded by Harcus to authorize staff <br />to work with the developer to determine the feasibility <br />of the proposal. <br /> <br />5 Ayes - 0 Nayes - motion carried <br /> <br />Mr. Wayne Babbit, of the Firemen's Relief Association, <br />was present to discuss the proposed changes to the <br />Association Bylaws. <br /> <br />Consideration <br />of Resolution <br />Raising Pensions <br />for Firemen's <br />Relief Assoc. <br />Report #83-231 <br /> <br />Councilmember Schmidt questioned what modifications <br />were being requested. <br /> <br />The City Attorney stated that Bylaw amendments have <br />to come to the City Council only when there is a change <br />in benefits which is affected by unfunded liabilities. <br /> <br />Councilmember Blomquist stated that the Council would <br />be acting on an increase in monthly and lump sum <br />retirement benefits and a change in future increases <br />to retirees, and questioned whether the Council had <br />the authority to act on the latter issue. <br /> <br />The City Attorney stated that all amendments to the <br />Bylaws have to be approved by the Council, and clearly <br />the first part must be but it was unclear if the second <br />one had to be. <br /> <br />Councilmember Schmidt stated that if members wished <br />to adopt that change and the Council does not have to <br />become involved, he would prefer it that way. <br /> <br />Councilmember Benke stated that the actuarial report <br />was very conservative and that the City was contributing <br />over and above what was necessary and that there was a <br />
