That M.S.A. 462.351 provides municipalities with <br />necessary powers to conduct and implement municipal <br />planning; <br /> <br />2. That the City Council adopted New Brighton Comprehen- <br />sive Plan documents the long range planning program <br />for the City which describes objectives, guidelines <br />and basic policies to guide the development of the <br />City; <br />3. That the subject properties are presently zoned 1-2, <br />Heavy Industrial; <br />4. That the subject properties have the fOllowing existing <br />uses: Commercial hardware store, Asphalt plant, LP <br />Bulk storage facility and vacant property. <br />5. That the Comprehensive Plan "proposed Land Use Map" <br />(Map #2) designates the properties in question as <br />"Limited Industrial"; <br />6. That pages 26 and 27 of the New Brighton Comprehensive <br />Plan state the following in regard to these properties: <br /> <br />Pa~e 26 - liThe area, with the major exceptions of the Long <br />La e Park site and the Rice Creek corridor, is almost <br />totally zoned for industrial use and much of the signifi- <br />cant industrial development in the last ten years has oc- <br />curred in this area. <br /> <br />Development issues in this area include both the protectio <br />of the open space and efficient development of the indus- <br />trial area. Efficient use of this land must, of necessity, <br />consider the small lot size and soil conditions of the few <br />sizable vacant parcels. <br /> <br />One of these larger parcels is on the west side of Old <br />Highway 8 and south of the Butcher's Spur. This is an <br />irregular triangular shape of land. There is some existin <br />development along Old Highway 8 but its positioning betwee <br />the Park and County open space puts this parcel in a <br />position where its proper development is critical. <br /> <br />The major change proposed from present zoning or develop- <br />ment is the designation of the County open space. The <br />City has supported and should continue to support develop- <br />ment of the County open space coordinated with the City <br />park. Because of the importance of this area to both the <br />City and the region, the character of the development <br />surrounding it is of considerable importance. Rush Lake <br />and Long Lake form the eastern and western boundaries of <br />the open space/park area thus providing some separation on <br />these sides from other land uses. That separation of the <br />open space from the industrial areas is not as strong in <br />the north where the Arsenal Spur joints the main Minnesota <br />Belt Line Railway Track, nor in the south where the But- <br />cher's Spur joins the main track." <br /> <br />Page 27- "In the Butcher's Spur area in the south the <br />potential effect on the park and open space is even greate <br />because of the greater size of the potential intrusion. <br />Two alternatives appear feasible for this area. First, th <br />basic land use to the east and south is industrial and <br />industrial use would be consistent with adjacent proper- <br />ties on those sides, with the trackage that serves the sit <br />and with the good freeway access of the site. However, <br />industrial use would have to be more greatly limited <br /> <br />
