<br />;! Sec. 21-64. Vacation Leave. <br /> <br />. ; <br />; ; <br />(1) Use. Vacation may be used as earned. <br /> <br />(2) Rate of Accumulation for Regular Employees. (3) Department Directors. Department Directors shall earn vacation leave at the rate of 120 <br />, hours per year until their eleventh year of service at which time the eleven years of service <br />schedule in Section 21-64 (2) shall take effect. <br /> <br />(4) Requests. Vacation leave must be requested at least 48 hours in advance and is subject to <br />approval by the Department Director. Vacation leave may be denied temporarily in an <br />emergency or when granting of vacation would result in insufficient staff to carry out City <br />functions. The City Manager shan make the final detennination of any questions regarding <br />vacation leave. <br /> <br />(5) Accrual Limit. No more than the maximum accrual of vacation leave may be accrued as of <br />December 31 of each year unless an extended accrual is requested from the City Manager. The <br />extended accrual request must be made in writing and must explain fully the reason for the <br />extended accrual. The request must be for a specific vacation purpose, and must not seriously <br />affect the City's ability to operate. <br /> <br />(6) Purpose May Not Be Waived. Vacation leave is intended as a period of rest and relaxation <br />and may not be waived by an employee for any purpose including receiving double pay. <br /> <br />(7) Assignment. The City Manager may allow an employee to assign vacation leave to another <br />designated employee after determining it is in the best interest ofthe City. <br /> <br />(8) Initial Rate. An employee's initial rate may be detennined, at the discretion of the City <br />Manager, at the time of an employee's hire or promotion. The employee shall then follow the <br />
