Therefore the council has determined that there is a need for further studies to be <br />conducted so that the city may adopt appropriate amendments to its comprehensive plan and <br />zoning code so as to ensure protection of the public, health, safety and welfare. The council has <br />directed that such studies be undertaken. <br /> <br />1.10. Due to the pendency of an application for a special use permit for development <br />which may not be consistent with future amendments to the comprehensive plan and official <br />controls and the potential for other such development, the council has determined that there is <br />a need for an interim ordinance to be adopted pursuant to Minnesota Statues, Section 462.355, <br />Subd. 4, for the purpose of protecting the planning process and the health, safety and welfare of <br />the citizens of the city, and ensuring that the city and its citizens retain the benefits of, and the <br />protection sought to be afforded by, the city's comprehensive plan and zoning ordinances until <br />the study process is complete and any modifications to the city's comprehensive plan and zoning <br />ordinance become effective. <br /> <br />Section 2. Properties Subiect to Moratorium. <br /> <br />2.01. Properties subject to the provisions of this moratorium include the properties <br />described below in paragraphs 2.02 through 2.08. <br /> <br />2.02. Highway 96 Gateway Site. <br /> <br />2.021. Northwest Quadrant. Property bounded on the east by Old Highway 8, on <br />the south by an extension of the centerline of Highway 96, on the west by a line parallel <br />to and eight-hundred fifty (850) feet west of the centerline of old Highway 8, and on the <br />north by a line parallel to and six hundred fifty (650) feet north of the extension of the <br />centerline of Highway 96. <br /> <br />.2.022. Northeast Quadrant. Properties which abut the east side of Old lIighway <br />8 between the centerline of Highway 96 and a point seven hundred (700) feet north of <br />said centerline. <br /> <br />2.023. Southeast Quadrant. Properties which abut the east side of Old Highway <br />8, between the centerline of Highway 96 and a point four hundred fifty (450) feet south <br />of said centerline. <br /> <br />2.03. Northwest Quadrant Site. Properties bounded by Old Highway 8 on the west, 14th <br />Street NW on the north, I-35W on the east, and 1-694 on the south. <br /> <br />2.04. MacGillis and Gibbs site.
