<br />
<br />Garbage and rubbish containers shall be placed in the rear of
<br />the premises or in such a manner as to be out of view from the
<br />street from in front of the premises or placed in a garage located
<br />on the premises. Garbage and rubbish containers may be placed in
<br />a location for collection after 8 p.m. of the day preceding the
<br />day of collection and remain no longer than $ p.m. of the day of
<br />collection. In no event shall containers be placed or maintained
<br />in such a way,to unreasonably inter fer with the use of adjoining
<br />property. Containers kept outside of or harborage for anitnals,
<br />insects, or other vermin, and so maintained as not to he tipped
<br />over. containers shall be maintained in a reasonably clean
<br />condition at all times. For any premise except single family
<br />premises, using three (3) or more containers up to and including
<br />the 32 gallon size or vat or box containers, such containe,rs shall
<br />be kept in an enclosed structure concealing them from public view.

<br />Subd. 6. Defective Containers.
<br />
<br />If, upon inspection by the Health Authority, a container is
<br />found to be in proorrepair, corroded or otherwise defective so as
<br />to permit insects, vermin, or rodents to enter, or does not meet
<br />"the requirements of this ordinance, the Health Authority shall
<br />notify, in writing, the provider or user of the containexof the
<br />deficiency and shall require the repair or replacement of the
<br />container within 15 days oftbe condemnation date of the notice.
<br />If the deficiency is not corrected by said compliance . date "the
<br />provider or user of the defective container shal1 beheld in
<br />violation of this ordinance and subject to the penalties contained
<br />herein.

<br />Any person, firm, or corporation desiring a license to collec
<br />garbage or rubbish shall make application for the same to the
<br />Village Clerk upon afOrIn prescribed the the Village Council. The
<br />application shall set forth: (1) the name and address of the
<br />applicant; (2) a list of the equipment which he proposes to use
<br />in such collection; (3) the place or places to which the garbage
<br />and rubbish is to be "haUled: (4) the manner in which said garbage
<br />is to be disposed of; (5) the, portion of the village in which
<br />collections are to be mad.e. Said application shall be submitted
<br />to the Health Authority for his investigation and report. If the
<br />Health Authority finds that the applicant is responsible and has
<br />proper equipment for such collection and, that no nuisance is liabl
